​If your phone has not already turned off from being dunked in the water, turn it off immediately and make sure it stays off until your phone has been seen by a professional repairer. Trying to turn your phone on or plugging it into power can do even more damage by shorting components out making fault finding even harder costing you even more to fix. Probably the best advice I can give is if you do drop your phone in something other than pure water is to run your device under tap water or something purer such as filtered water that removes elements from tap water such as chlorine. By doing this you give your device the best chance of survival. 

As you can imagine the Logic Board of any Phone is made up of hundreds of copper tracks and copper does not like moisture. On contact with moisture, copper starts to corrode and the only way to stop it is to remove any chemicals form the water and dry it fast.
